The United States Agency for International Development (USAID) has invested significantly in India’s economic and social development, with seven major projects worth $750 million being implemented in FY 2023-24, according to the latest annual report by the Finance Ministry.
USAID’s Financial Commitment to India
The report highlights that USAID obligated $97 million (₹825 crore) in FY24 for these projects, which are being executed in partnership with the Government of India.
“Currently, seven projects worth a total budget of approximately $750 million are being implemented under USAID’s funding,” the report stated.
These funds were allocated to initiatives focused on:
✅ Agriculture and food security
✅ Water, sanitation, and hygiene (WASH)
✅ Renewable energy
✅ Disaster management
✅ Healthcare
✅ Sustainable forests and climate adaptation
✅ Energy efficiency and technology commercialization
However, the report clarified that no funding was directed toward enhancing voter turnout in India, a claim that recently stirred political controversy.
USAID’s Legacy in India
USAID has been a key partner in India’s development since 1951, providing over $17 billion in economic assistance for 555+ projects across various sectors. The agency’s contributions have played a crucial role in advancing India’s sustainable growth, climate resilience, and technological innovation.
Political Controversy Over Alleged Voter Turnout Funding
The report comes amid political turmoil surrounding a claim that USAID had allocated $21 million to boost voter turnout in India. The Elon Musk-led DOGE (Department of Government Efficiency) announced the cancellation of this supposed grant earlier this month, triggering a heated debate.
Former U.S. President Donald Trump alleged that the previous administration under Joe Biden had allocated $21 million to India for voter participation efforts—an assertion that led to sharp reactions from Indian political leaders.
India’s External Affairs Minister S. Jaishankar addressed the issue, stating:
“The information put out by the Trump administration is concerning, and the government is looking into it. USAID was allowed in India in good faith, to do good faith activities. However, suggestions are now emerging that some activities were in bad faith.”
Congress vs. BJP: The Political Fallout
The Indian National Congress criticized the Bharatiya Janata Party (BJP), accusing it of spreading “fake news” about the alleged USAID voter turnout funding.
Congress leader Jairam Ramesh dismissed the claims, saying:
“BJP is a procession of liars and illiterates. The $21 million funding in 2022 was not for voter turnout in India, but for Bangladesh. Yet, BJP and their bootlickers were jumping on this fake news.”
He further demanded that Prime Minister Narendra Modi and Minister Jaishankar explain why the Indian government remained silent when Trump and Musk repeatedly “insulted” India over this issue.
Final Thoughts
While USAID’s investment in critical sectors like healthcare, energy, and disaster resilience continues to drive positive change in India, the political controversy surrounding alleged voter turnout funding has added a new layer of diplomatic tension. As the debate unfolds, the Finance Ministry’s report aims to clarify USAID’s actual financial commitments, reinforcing its long-standing developmental collaboration with India.
