In a fresh crackdown on corruption in public services, Odisha Vigilance officials on Wednesday arrested a health department staff member in Jharsuguda district for allegedly accepting a bribe. The accused, identified as Anit Kumar Guru, was working as a Section Officer in the office of the Chief District Medical & Public Health Officer (CDM & PHO). He was caught red-handed while taking ₹2,500 from a complainant in exchange for processing an official request related to nursing education.

The arrest took place following a complaint filed by a teacher associated with a General Nursing and Midwifery (GNM) training institution. Authorities say the bribe was demanded to facilitate administrative approval for student training attachments in government healthcare facilities.


What the Case Is About

According to Vigilance officials, the accused had demanded money to approve the attachment of GNM students to Primary Health Centres (PHCs) and Community Health Centres (CHCs). These attachments are a mandatory part of nursing education, allowing students to gain hands-on clinical experience in public health settings.

The complainant, a teacher at a GNM training school, had approached the health office seeking approval for the upcoming 2026–27 academic session. It was during this process that the accused allegedly demanded ₹2,500 to expedite the file and grant the necessary permission.

Unwilling to pay the bribe, the teacher reported the matter to the Vigilance Department, triggering a planned trap operation.


Trap Operation and Arrest

Acting swiftly on the complaint, a Vigilance team set up a trap to catch the accused in the act. On Wednesday, Anit Kumar Guru was apprehended while accepting the bribe amount from the complainant.

Officials confirmed that the entire ₹2,500, described as “tainted money,” was recovered from the accused at the time of arrest. The amount was subsequently seized as evidence.

The arrest was carried out in accordance with established anti-corruption procedures, including the use of independent witnesses to verify the transaction and ensure the integrity of the operation.


Pattern of Allegations

Vigilance sources indicated that this was not an isolated incident. The accused had reportedly been the subject of prior complaints from nursing institutions in the region.

Multiple institutions had allegedly faced delays and administrative hurdles when seeking approvals, with accusations that the official used his position to demand illegal payments. While these earlier complaints had not resulted in formal action, the latest case provided concrete evidence, enabling authorities to intervene decisively.

Officials are now examining whether the accused was part of a broader pattern of corruption within the department.


Legal Action Initiated

Following the arrest, a formal case has been registered at the Rourkela Vigilance Police Station. The charges fall under relevant sections of the Prevention of Corruption (Amendment) Act, 2018.

This law criminalizes the act of public servants accepting undue advantage in exchange for performing or influencing official duties. It also provides stricter penalties and streamlined procedures for investigating corruption cases.

The accused is expected to be produced before a court, where further legal proceedings will determine the course of action, including possible judicial custody.


Searches for Disproportionate Assets

In addition to the arrest, Vigilance officials have launched simultaneous searches at two locations linked to the accused. These searches are aimed at uncovering any disproportionate assets — wealth that cannot be justified based on known sources of income.

Such investigations are a standard follow-up in corruption cases, particularly when there is suspicion of repeated illegal activity over time.

Officials have not yet disclosed details of any recoveries made during these searches. However, they confirmed that the investigation is ongoing and may expand depending on the findings.

However, experts note that systemic reforms — such as digitization of services, transparent approval mechanisms, and reduced human intervention — are equally important in addressing the root causes of corruption.

In this case, the complainant’s decision to report the demand played a crucial role in exposing the alleged misconduct.
